TOM GALLAGHER is a Senior Managing Director and heads ISI's Policy Research Team in Washington DC. He has been an Institutional Investor ranked Washington analyst for the past 17 years, and has been ranked #1 for the past 7 years.
Prior to joining ISI in 1999, Tom spent 13 years at Lehman and 8 years in the federal government.
Tom graduated from the University of South Dakota in 1976, received an MPP from the Harvard Kennedy School of Government in 1978, and is a CFA charterholder.
